Leadership

The team behind the investments

Operators, not spectators. People who built this market before and combine healthcare experience with buy-and-build — because who sits at the table decides what actually happens after an acquisition.

PCD Investment Partners acquires proven healthcare software in the Netherlands and Europe and brings it together in the CareHub ecosystem. After the acquisition we stay at the table: we build, we do not strip.

  • Portrait of Niels Roest, Chairman of the Board & Chief AI & Innovation Officer at PCD Investment Partners
Niels RoestChairman of the Board & Chief AI & Innovation Officer

Niels comes from worlds in which every decision counts: he worked as a special operator with the Dutch Defence and the Police. There he learned that technology is a tool and that human judgement remains decisive. That conviction runs through all his work: technology should free people up, not replace them.

His involvement in healthcare comes from his work at RevalidatieSucces. There he saw first-hand how, during their recovery, people had to arrange for themselves what care should have connected, how information did not travel with them to the next care provider, and how little people sometimes felt heard, even though that directly affected their recovery. He wants to change that: care in which a person's story and data move along with them, and in which the person is not the link themselves.

He is a serial entrepreneur: founder of RevalidatieSucces (2014–2018, Entrepreneur of the Year 2017), Unlimited You (2020–2021, leadership programmes based on Special Forces methodology) and Unlimited Mind (2021–2024, a training institute for public safety and law enforcement). He trained in education at the Amsterdam University of Applied Sciences.

At PCD CareHub, Niels has been Chief AI & Innovation Officer since November 2025 and Chairman of the Board since January 2026. He builds pcdOS, the AI platform behind the CareHub ecosystem, and set up the PCD Investor Portal. As Chairman he safeguards the strategic direction of the ecosystem; as CAIO he is responsible for the AI platform that portfolio companies use, from prompt engineering to deploying AI agents in care workflows.

His principle: use AI where it adds value, keep human control where it matters. He publishes on AI in healthcare, with an emphasis on explainability and data sovereignty, and represents PCD CareHub at conferences and in public discussions.

    Patrick DinkelaCo-Founder, Chief Operating Officer & Vice-Chairman

Patrick has a background in mechanical engineering and entrepreneurship and brings extensive knowledge of business processes. That experience is the basis of how he works: understanding how the parts fit together, investigating bottlenecks and making solutions practical to carry out.

His motivation to contribute to better care is personal. Patrick has experienced first-hand how long and complicated the search for suitable care can be, and what it means when the connection between care providers is missing. That experience made him deeply aware of how important it is that people feel heard, that care providers work well together and that the right information is available.

Recent experiences close to him also show that bottlenecks in communication, coordination and data exchange are still all too familiar. That strengthens his personal motivation to contribute to more coherence in healthcare, for patients, loved ones and care professionals alike.

Together with his wife and co-founder Coby Dinkela and the team, Patrick is building PCD CareHub: an ecosystem in which specialised healthcare technology companies connect their knowledge, products and services. The ambition is to reduce fragmentation in digital care and to contribute to better communication and secure data exchange between care providers, patients and their loved ones. Interoperability, security, privacy and compliance are important foundations.

His role as COO is to translate this ambition into execution. Patrick connects people and parties, works on building the organisation and, together with the team, makes sure plans get concrete next steps. In doing so he combines insight into business processes with attention to the people who work with them.

As co-founder and Vice-Chairman he also contributes to the strategic direction, careful decision-making and the follow-up of agreements made.

His personal drive is clear: to contribute to a care environment in which people feel heard, information moves with them and the road to suitable care is better supported.

  • Portrait of Coby Dinkela, Co-Founder & Chief Communication Officer at PCD Investment Partners
Coby DinkelaCo-Founder & Chief Communication Officer

Coby brings together several perspectives: experience as a healthcare professional, personal experiences with healthcare and a background in production environments where processes and collaboration had to be closely aligned. As a result, she has an eye for both the organisation of care and the people who depend on it.

    Read the full bio

Her involvement in healthcare is also personal. From her own experiences, Coby knows how much clear communication, good coordination and timely information mean to people who need care and to their loved ones. Precisely when health becomes uncertain, overview, trust and knowing where you stand are of great value.

Those experiences strengthen her motivation to build PCD CareHub together with her husband and co-founder Patrick Dinkela and the team. She wants to contribute to a care environment in which people and their loved ones are well supported, care professionals can find each other more easily and information is available where it is needed.

As co-founder and Chief Communication Officer, Coby makes contacts and makes sure PCD CareHub gets to the table with relevant parties. She builds relationships, organises introductions and contributes to the communication and further development of the plans.

In conversations with healthcare organisations and partners she brings her experience as a healthcare professional and her personal experiences with healthcare. She makes concrete what people run into in practice and what is needed. In this way she helps ensure that the development of PCD CareHub matches the needs of care professionals, people who receive care and their loved ones.

Her background in healthcare and business processes helps her connect different worlds. She understands the importance of workable processes, but also that trust comes from listening, making expectations clear and keeping agreements.

Her personal drive: to contribute to care in which people feel heard and involved, and in which good communication and collaboration offer something to hold on to when they need it most.

He served as CFO at energy company NieuweStroom in Maastricht (2022–2025), Chairman of the Supervisory Board at 4plus Holding (2022–2023), and has been Interim CFO at Daelmans Vastgoed Groep since January 2026.

At PCD CareHub he ensures financial discipline and supports the portfolio with private-equity-grade financial engineering, reporting, and capital structuring. Frank ensures that the financial architecture of the ecosystem functions across multiple levels simultaneously: holding company, portfolio company, and shared services.

For portfolio companies this means access to financial capabilities they rarely possess as independent scale-ups — from working capital management to transaction modeling. For PCD CareHub as a whole it means: clear financial reporting, audit readiness, and investor-grade due diligence documentation.

In addition, Frank leads the capital structuring process for further ecosystem growth and serves as the primary point of contact for financiers, banks, and institutional relationships. Frank is based in Eindhoven and speaks Dutch, English, and German.

Master's degree in Law and Economics at Utrecht University (1997–2004), with additional specialization in Sports Law through Vrije Universiteit Amsterdam (2021–2022).

    Read the full bio

Kevin began his legal career at ING as an attorney (2009–2010), taught Law & Economics at master's level at Vrije Universiteit Amsterdam for four years (2007–2012), served as Senior Attorney at Certa Legal (2011–2013) — a full-service firm serving financial institutions, technology, media, and healthcare sectors — and as Partner at Labré advocaten (2013–2015). Since May 2015 he has been Founding Partner of Hendrix Law, a firm he operates from the Randstad region.

His specializations: commercial contracts, corporate litigation, partnerships and joint ventures, M&A and (re)structuring, corporate governance, healthcare, and sports law.

At PCD CareHub he oversees the legal structure, transaction work, and compliance — for both the holding company and the portfolio. Kevin operates at the intersection of M&A (acquisition structures, share purchase agreements, founder rollovers) and healthcare-specific compliance (GDPR, NEN 7510, data processing agreements in a multi-tenant context, EHDS readiness). For portfolio companies this means a legal infrastructure that is scalable — not ad-hoc contracts for each new client, but template-based work with clear deviation procedures.

Kevin also coordinates board governance: notices, resolution logs, articles of association and shareholders' agreements, and the legal implementation of strategic decisions. His experience advising mid-sized international enterprises — both as trusted advisor and as in-house counsel — translates into an approach that positions legal clarity as an enabler of speed, not a constraint.
